Death of Li Keqiang

Former Premier Li Keqiang, who served as a member of the Politburo Standing Committee of the Chinese Communist Party of the 17th, 18th, and 19th Central Committee of the Chinese Communist Party, as well as the Premier of the State Council of the 12th and 13th sessions, died in Shanghai at the age of 68 on October 27, 2023, at 00:10. Li Keqiang became the youngest former premier and died at the earliest age since the founding of the People's Republic of China in 1949.

Background

Health status

According to the book "He Will Be China's Chief Steward: A Biography of Li Keqiang" published by Mirror Books in 2010, during his time at Peking University, Li Keqiang suffered from severe myocarditis due to excessive studying. Whenever he engaged in physically demanding work, he would struggle to catch his breath.

Reports have suggested that Li Keqiang already had diabetes, and the busy schedule of domestic and diplomatic affairs exacerbated his condition. Moreover, cardiovascular diseases caused by atherosclerosis are a major cause of complications and death among diabetes patients.

After the First Plenary Session of the 20th Central Committee of the Chinese Communist Party, Li Keqiang gradually stepped down from his positions in the Politburo Standing Committee and other party roles. Following the First Session of the 14th National People's Congress in March 2023, he formally resigned as Premier of the State Council at the age of 67 and retired. Thereafter, he led a low-key life, rarely engaging in public affairs and making very few public appearances. On August 30, 2023, a visit to the Mogao Grottoes in Dunhuang, Gansu Province, marked his final public appearance.

The South China Morning Post reported that Li Keqiang had previously had heart bypass surgery.

Process

Sudden emergency

According to reports, based on information from medical professionals in Shanghai as cited by Radio Free Asia, Chinese Premier Li Keqiang suffered a sudden heart attack while swimming at the Shanghai Dongjiao Hotel on October 26, 2023, accompanied by his wife Cheng Hong. reported that the heart attack occurred around noon on October 26, and despite efforts to save him for over 10 hours, including the installation of an extracorporeal membrane oxygenation (ECMO) device in the afternoon, the rescue attempts were unsuccessful. Li Keqiang was rushed to the Shanghai Shuguang Hospital (East Campus) by security and medical personnel after the incident. All available resources were mobilized, including top experts from Shanghai, but unfortunately, Li died at 12:10 a.m. the next day. This makes him the youngest former Premier to leave office and the earliest to pass away since the founding of the People's Republic of China.

News release

At 8:00 a.m. on October 27, China Central Television's program "Morning News" aired a brief announcement of the passing of Li Keqiang, delivered by the host Wang Yan. Subsequently, official media outlets such as Xinhua News Agency and CCTV's website released identical written messages. Around 6:30 pm, Xinhua News Agency issued a condolence statement on behalf of the Central Committee of the Chinese Communist Party, the Standing Committee of the National People's Congress, the State Council, and the National Committee of the Chinese People's Political Consultative Conference. It mentioned contents such as the "two establishes", "four consciousnesses", "four confidences" and "two safeguards." At 7:00 p.m. on the same day, the "News Broadcast" placed the announcement of condolences third in the lineup, following reports on the activities of current national-level leaders such as General Secretary of the Chinese Communist Party Xi Jinping and Premier of the State Council Li Qiang, mirroring the format used for the report on the passing of former Premier Li Peng in 2019.

Relocation and viewing of the coffin

On the afternoon of October 27, the body of Li Keqiang was escorted from Shanghai to Beijing Capital Airport in a leader's special aircraft. Some roads were temporarily closed in Shanghai, with people along the route mourning. Upon arrival in Beijing, the body was transferred to the PLA General Hospital, awaiting national mourning and funeral events.

Farewell ceremony

On November 2, China held solemn mourning ceremonies to commemorate former leaders such as former President Yang Shangkun, former Chairman of the National People's Congress Standing Committee Qiao Shi, Wan Li, and former Premier Li Peng. On that day, Tiananmen Square, Xinhua Gate, the Great Hall of the People, the Ministry of Foreign Affairs, as well as the locations of party committees and governments of provinces, autonomous regions, and municipalities directly under the central government, the two special administrative regions of Hong Kong and Macao, border ports, and Chinese embassies and consulates abroad, all flew flags at half-mast to mourn. Li Keqiang's body was transported to the Babaoshan Funeral Parlour in Beijing by a Nissan Bluebird hearse. Around 10 am, a farewell ceremony for Li Keqiang's body was held at the main hall of the Revolutionary Cemetery in Babaoshan, Beijing, attended by current and former leaders. Along the way, members of the public lined the streets to bid farewell, with some shouting "Safe journey, Premier," while others were urged away by police officers. A banner reading "Deeply mourn Li Keqiang Comrade" hung above the main hall of the Babaoshan Revolutionary Cemetery, below which was a colored portrait of Li Keqiang. Those present queued to pay their respects to Li Keqiang's body, including Li Peng's son and Minister of Transport Li Xiaopeng, who later shook hands and offered condolences to Li Keqiang's widow, Cheng Hong. Tiananmen Square lowered its flag early in the morning, and in the early hours, there were restrictions on people and vehicles around the square, with many people taking longer routes to enter and watch the flag-raising ceremony, after which the square's access was closed. Compared to usual, there were noticeably more people on the square this morning.

On the morning of November 2, the remains of Li Keqiang were cremated at the Babaoshan Revolutionary Cemetery. On that day, Xi Jinping, General Secretary of the Chinese Communist Party, and his wife Peng Liyuan, along with members of the Political Bureau Standing Committee Li Qiang, Zhao Leji, Wang Huning, Cai Qi, Ding Xuexiang, Li Xi, as well as Vice President of the State Han Zheng, went to Babaoshan Revolutionary Cemetery to bid farewell. Former General Secretary of the CPC Central Committee, Hu Jintao, sent a wreath to mourn Li Keqiang.

In the official news footage, Li Keqiang's daughter did not appear. Additionally, Li Keqiang's brother, Li Keming, sat in the back row of the family section alongside Cheng Hong. Former Premier Li Peng's son and current Minister of Transport, Li Xiaopeng, attended the ceremony as a representative of a subordinate body under the State Council. Other individuals described as "previously friendly" also participated in the farewell ceremony.

On the afternoon of November 2, Xinhua News Agency released a biography of Li Keqiang along with 12 photos depicting his life.

Memorial events

After the announcement of Li Keqiang's death, a large number of people spontaneously gathered at Li Keqiang's former residence in Luyang District, Hefei, Anhui Province, and at 80 Huizhou Avenue, which now serves as the Anhui Provincial Academy of Culture and History, to lay flowers and mourn. Many police officers were on site to guide the crowds, with videos showing queues of mourners stretching over 200 meters on the morning of October 28. Spontaneous mourning activities also occurred at Li's ancestral home in Jiuzi Village, Wuxu Town, Dingyuan County, Anhui Province, and at Qianxi Square in Zhengzhou, Henan Province. Subsequently, people from across the country took action to place chrysanthemums and condolence messages at various locations to express their grief.

China

At the Chinese Ministry of Foreign Affairs press conference on October 27, 2023, a journalist from Agence France-Presse asked about the sudden passing of former Chinese Premier Li Keqiang at the age of 68 due to a heart attack. The journalist inquired about the spokesperson's impressions of Li and whether they had any words of condolence. Spokesperson Mao Ning expressed deep sorrow over Li Keqiang's passing due to a sudden heart attack and mentioned that Xinhua News Agency had already released a statement. Another journalist from Bloomberg asked for more details regarding Li's passing, including information on condolences, memorial arrangements, and whether foreign representatives would be invited to related events. Mao Ning responded by urging attention to forthcoming obituaries and stated that arrangements such as condolences and invitations to foreign representatives would be announced in due course.

Hong Kong

• Chief Executive Lee Ka-chiu expressed on the 28th that he feels deeply saddened by the passing of Li Keqiang. He believes that the central government will announce details of the mourning arrangements in due course. He also stated that he will closely monitor the announcements and make appropriate arrangements accordingly.
• Leung Chun-ying, Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) and former Chief Executive of Hong Kong, expressed profound condolences for Premier Li Keqiang on Facebook on the 27th.
• Former National People's Congress Standing Committee member Tan Yaozong expressed profound shock upon hearing of Li Keqiang's passing, stating that he deeply mourns the loss.

Macau

• Chief Executive Ho Iat-seng expressed his deepest condolences on the passing of Mr Li Keqiang and extended his heartfelt sympathy to his family on the 28th. He said that his contributions to the country and the people will always be remembered and cherished. The SAR government will implement the memorial arrangements announced by the central government.
• The government announced on November 1, 2023, that, in accordance with the unified arrangements of the Central People's Government of the People's Republic of China (State Council), flags would be flown at half-mast at the government headquarters, Government House, and all border ports on November 2, the day of Li Keqiang's funeral.

International reactions

•  Afghanistan: On social media, Ambassador to Ashraf Haidari Sri Lanka expressed the following sentiment: "Life is so fleeting, gone in the blink of an eye!
